What is TMGD?
Persons whose duties and qualifications are specified in section 1.8.3 of ADR/RID and who are authorized by the Ministry by issuing a dangerous goods safety consultant certificate.
Who is Obligated to Get TMGD Service?
TMFB (Dangerous Goods Activity Certificate) from the businesses;
1- Only the "Transporter" has the TMFB with the subject of activity and the total minimum capacity of its vehicles under fifty tons the one which,
2-Only "Buyer" and/or "Tank container/portable tank operator" businesses that have TMFB,
3- Businesses that are within the scope of paragraph (1) or (2) and have a combination of activities specified in these paragraphs businesses excluded; TMGD has to get service.
What are the Duties of TMGD?
- Monitoring compliance with international agreements and contract provisions in the transport of dangerous goods (ADR/RID).
- To provide consultancy to the business regarding the transportation of dangerous goods in accordance with the provisions of the relevant agreement.
- To prepare the annual activity report on the transportation of dangerous goods, to present it to the relevant institution in electronic environment.
- Identifying the dangerous goods and determining the compliance with the obligations in the relevant international agreement regarding the substance to be transported.
- To provide consultancy to the company about the transportation vehicles (purchase, rental, etc.) of the dangerous goods to be used. To ensure compliance by determining the principles regarding the control of equipment used in the transportation, loading and unloading of dangerous goods.
- To provide training for employees about the close follow-up of all legislation, updates and changes made. Establishing emergency procedures to be applied during any accident or situation during the transportation, loading or unloading of dangerous goods, taking precautions and providing necessary exercises. To ensure the implementation of the conditions for the employment of third parties, in general and in particular, as stipulated by the relevant legislation.
- To ensure that employees are prepared for possible risks by providing them with information about operational procedures and instructions. To create instructions for keeping the documents and safety equipment that should be in the vehicle during transportation.
- To prepare the business security plan specified in ADR/RID Section 1.10.3.2 and to ensure that the plan is implemented. To record all the works related to the activities, such as training, inspection and control, to keep the records for 5 years and submit them when requested.
- Keeping records of audits.
- In case of any danger in the business, to manage the process meticulously until the negative situation is eliminated, and to report all stages to the competent authorities.
- Establishing instructions and procedures for the marking, labeling, packaging and loading of products that comply with the definition of dangerous goods, in accordance with the legislation.
